ND 27 in Lisbon to close at 2 pm today; I-29 north of Fargo now open; ND 11 near Forman now open; ND 66 west of Egeland now open and other NDDOT updates on flooded road conditions throughout the state

The following areas/roadways are closed due to flooding:
·         ND Highway 27, just east of ND Highway 32 in Lisbon will close at 2 pm today to construct an earth levee for flood protection.  Motorists should use an alternate route.
·         ND Highway 66, is closed two miles west of Calio due to water over the roadway.  Egeland traffic can head west to junction ND 281 and Calio traffic can head east to junction ND 20.  Motorists should be advised that there is still water over the roadway in several areas on ND Highway 66 between Junction ND 281 and Junction ND 20.
·         ND Highway 5, from Joliette east to the Red River is closed due to water over the roadway.
·         ND Highway 14, from the junction of US Highway 2 south two miles near Towner  is closed due to water over the road. Local traffic only is allowed from the junction of US Highway 52 north to the closure point.
·         ND Highway 54, from I-29 to the Red River, north of Grand Forks is closed due to water over the roadway.
·         ND Highway 200, two miles east of Hurdsfield is closed due to water over the roadway. Only local traffic is allowed between Hurdsfield and the Junction of US Highway 52. Travelers are advised to detour on US Hwy 52 and ND Hwy 3 to Harvey.
·         US Highway 2 Business Loop, Sorlie Bridge over the Red River in Grand Forks is closed due to flooding.
·         ND Highway 11, five miles west of Ludden is closed due to water over the roadway. Local traffic only is allowed between Ellendale and the junction of ND Highway 1, west of Ludden. Detour is in place.
·         ND Highway 17 is closed from I-29 to the Red River due to Minnesota Highway 317 being closed. Local traffic only is allowed.
·         Mapleton truck parking area on westbound I-94 is closed due to flooding.

The following highways are affected by flood waters, but remain open with traffic speeds reduced:
·         Interstate 29, both northbound and southbound roadways north of Harwood to Argusville have water near the edge of the shoulder.
·         US Highway 83, three miles north of Minot has water on the southbound roadway and is reduced to a single lane of traffic.
·         ND Highway 11, at the ND/MN border near Fairmount has water on the roadway.
·         ND Highway 11, five miles southeast of Forman has water on the roadway. Motorists must stop and take turns.
·         ND Highway 3, two miles south of the ND Highway 200 Junction, west of Hurdsfield, has water on the roadway.
·         ND Highway 3, one mile south of the ND Highway 200 Junction, west of Hurdsfield, has water near the edge of the shoulder.
·         ND Highway 200,  two miles west of Goodrich has water near the edge of the shoulder.
·         ND Highway 13, five miles east of Lehr has water on the roadway. Motorists must stop and take turns.
·         ND Highway 13, two miles west of Wahpeton. Both eastbound and westbound lanes have near the edge of the shoulder and are reduced to a single lane of traffic.
·         ND Highway 37, four miles east of Roseglen has water near the edge of the shoulder.
·         Interstate 29, both northbound and southbound roadways from the Manvel/US Highway 81 Interchange (Exit 152) to the Grafton Interchange (Exit 168) has water on the roadway and traffic is being detoured except for truck and emergency vehicles.
·         Northbound I-29 traffic will be detoured north on US Highway 81 at the Manvel/US 81 Interchange (Exit 152) to ND Highway 17 at Grafton then east on ND 17 back to I-29.
·         Southbound I-29 traffic will be detoured west on Highway 17 at the Grafton/ND 17 Interchange (Exit 176) then south on US Highway 81 at Grafton to Interstate-29 at Manvel.
·         ND Highway 3, three miles north of junction ND Highway 36, near Tuttle, has water on the roadway.
·         ND Highway 14, two miles north of Upham has water near the edge of the shoulder and rising.
·         ND Highway 18, at the North Dakota / South Dakota border has water near the edge of the shoulder. Traffic speeds are normal.
·         US Highway 83, five miles south of Max has water near the edge of the northbound shoulder.
·         ND Highway 32, seven miles north of Lisbon has water near the edge of the shoulder.
·         ND Highway 37, seven miles south of Parshall has water near the edge of the shoulder.
·         US Highway 2, one mile west of Penn has water on the shoulder of the eastbound roadway. Traffic speeds are normal.
·         ND Highway 3, two miles west of Ashley has water on the roadway. Motorists must stop and take turns.
·         ND Highway 1, at the North Dakota/South Dakota border, south of Ludden, has water on the roadway. Motorists must stop and take turns.
·         ND Highway 53, one-half mile east of Max has water on the roadway.
·         ND Highway 52, three miles east of Bergen has water on the roadway.
·         ND Highway 46, four  miles east of Gackle has water on the roadway.
·         ND Highway 3, just west of Hurdsfield, has water on the roadway.
·         ND Highway 13, four miles west of Verona has water on the roadway. Motorists must stop and take turns.
·         Interstate 94, two miles west of Tower City, reduced to one lane due to a flood control barrier. Width restriction of 16-feet in place.
·         ND Highway 30, seven miles north of Lehr has water on the roadway. Motorists must stop and take turns.
·         ND Highway 32, three miles north of Forman has water near the edge of the shoulder. Traffic speeds are normal.
·         ND Highway 9, five miles south of Wimbledon has water on the roadway.
·         ND Highway 200, nine miles west of Hurdsfield has water on the roadway.
·         ND Highway 11, ten miles east of Oakes has water near the edge of the shoulder.
·         ND Highway 27, sixteen miles west of Lisbon has water near the edge of the shoulder. Traffic speeds are normal.
·         ND Highway 27, seven miles east of Lisbon has water near the edge of the shoulder. Traffic speeds are normal.
·         ND Highway 18, two miles north of the South Dakota border near Lidgerwood has water near the edge of the shoulder.

The water has receded on the following roadways, and traffic is allowed:
·         Interstate 29, both northbound and southbound roadways are now open north of Fargo from County Road 20 (Exit 69) to ND Highway 200A (Exit 100) south of Hillsboro.
·         ND Highway 11, five miles southeast of Forman is now open.  Water is still on the road.  Motorists must stop and take turns.
·         ND Highway 66, west of Egeland is now open but remains closed east of Egeland due to water over the roadway.

Motorists are encouraged to use caution while traveling, as vehicles that leave the roadway may become immersed in high water.  Motorists should also be aware that areas with water on the road may become icy as temperatures drop below freezing. Volunteers are needed to watch the main lift station in Lisbon and checking the portable pumps when in use.
Shifts from 7 p.m. to 1 a.m. and 1 a.m. to 6 a.m. If you are able to help, call Walt Johnson at 680-3133.

As many of you are aware they are increasing the outflows from Bald Hill Dam, the cities and county were not aware of this information any earlier than the general public. The city of Lisbon has the USACE here increasing the height of the levees to protect to the new Sheyenne river level predictions. Fort Ransom also has the USACE working to construct levees to protect critical infrastructure. Please be mindful of the trucks hauling while traveling around the area, the National Guard is assisting with traffic control at the stoplight in Lisbon and at the entrance to the clay pit on Highway 27. Work should be completed today, Thursday April 14th.

Volunteers are needed for levee patrol starting Saturday April 16th at 6 P.M. if you can help with this please sign up at the City of Lisbon auditor’s office or call 683-4140.

The city plans to close Highway 27 Bridge on Thursday April 14th at 2 pm. Highway 32 bridge is not closing, this was reported wrong on the news and they will put out a correction tonight! Please use the Jackson Street Bridge as a detour.

Please be careful while driving in the county on both county and township roads, many have been damaged by floodwater; www.rcice.com is posting road closures as they are given to us.

New crest predictions are 20.5-21feet later next week depending on the outflows from Bald hill Dam and future precipitation.

The City of Lisbon and the City of Fort Ransom are asking residents to conserve water!

Please make plans now for protecting your property sandbags are available to rural residents at the old county shop, plan ahead for any pumps you should need to rent at your home, the county does not have any pumps available for private property. Also plan for cattle/horses and pets should you need to evacuate your home.

The Army Corps of Engineers and the contractors are coming back to Lisbon to raise the dikes and prepare to close the Highway 27 bridge Friday, April 15.
During a teleconference Tuesday, April 12 the Army Corps of Engineers and the city of Lisbon learned of new predictions warranting raising the dikes and calling for the ND National Guard’s assistance with traffic control. Read the rest of this entry »

Lisbon City Superintendent Randy Seelig is asking residents to restrict their water usage in Lisbon.
“It’s not so much their usage as it is what they are discharging down their sewers,” said Seelig. “We are pumping into the river and the lift station is running at capacity. The lagoons are full. We can still make water but the sewer is working pretty hard.”
Seelig suggested doing only one load of laundry at a time. If you do a load in the morning then wait until afternoon to do a second load. Read the rest of this entry »

Interstate 29 remains closed from County Road 20 (Exit 69) to ND Highway 200A (Exit 100) until further notice due to water over the roadway. All travelers should plan on using detours today and over the next few days until official notice of changes in road conditions are announced. The Red River water level has peaked in the Fargo area, but is expected to remain high over the next several days. Fluctuating water levels make it difficult to predict when and where water will go over the roadway or recede and it may occur without prior notice. Motorists should drive with caution as flooding continues to affect area highways and should check road conditions before traveling due to rapidly changing conditions. Entrance into the City of Cogswell should be on ND State Hwy 11 turn north on 7th AV (This is on

the west side of the Ball Diamonds off the Hwy).

Sargent County Road System:

County Road # 2 in Verner Township:  Between intersection 119 AV SE and 117 AV SE

County Road # 1 in Shuman Township: Between intersections 87 ST SE north to 86th ST SE and

138th AV SE to 140th AV SE

County Road # 1 in Herman Township: Between intersections 148th AV SE and 150th AV SE

 

Weber Township Road System:

135th AV SE between intersection 98th ST SE and 99th ST SE  Emergency access should come into

The residence from the south on 135th AV SE.

Forman Township:

130th AV SE between ND State Hwy 11 and County Road 3.  Emergency access to the

residences on that AV should turn onto 127th AV SE from Hwy 11 turn east on 92nd ST SE  to 130th

AV.  Travel with caution thru the area.

Southwest Township

99th ST SE beginning with 119th AV SE to 118th AV SE. Emergency Access only on a

cautious basis travel to residents coming down 119th AV to 100 ST SE turning north on 118th.

Two Claeys residences located in the SW corner of sec 31 are isolated with no access in or out.

Vehicle entrance is not attainable coming in from South Dakota or from Sargent or Dickey county road

systems.  Entrance only on foot.  114th AV SE going south to the residences shuts down for traffic 2 ½

miles from their home.  The families are fine and requesting no help at this time.  Contractors have

been notified for emergency repair as soon as conditions allow.

Rutland Township

Old Road 11 from the City of Forman east to county Rd # 10

134 AV SE beginning at Old Rd 11 south to 93 ST SE

91 ST SE beginning at ND State Hwy 11 east to 134th AV SE.  For emergency access to residents in

this area please come in from ND state Hwy 11 on 91 ST SE and travel with extreme caution.

93 ST SE beginning at ND State Hwy 11 east to 135th AV SE

135th AV SE beginning at 93 ST SE south to 94th ST SE.  Emergency Access should come in from

Rutland City County Rd #3 to 135th AV SE.  Traffic cannot proceed past the Lock Residences.

137th Av Beginning at County road # 3 going north one mile and turning west on 93rd ST.

133rd AV SE beginning at county Rd # 3 south to 96th ST SE

96 ST SE beginning at County Rd # 10 west to silver Lake and traveling around the lake to the north

on 135th AV to County Rd # 3.

136th AV SE beginning at County RD # 3 south to 96 ST SE

Bowen Township

3 residential properties are isolated at this time.  The township is monitoring the situation and they are

all fine and require no help.  The issue is overland flooding causing road damage.

The Lacina family is using 86th ST SE and turning north on 131st AV.  Planks are set up for foot traffic to get across the washout.  The road on the north side of the resident is flooded with no passage.

The Olson Residence has a wash out on the north end of the mile on 131st AV SE and access from the south is flooded and washed out.   They are walking out to the north and being picked up by the nearest neighbor as needed.

The Olafson residence has a washout located on 88 ST SE between 130th Ave SE and 131 Ave SE.  They also are walking out across planks of the washout and accessing their vehicles on the other side.  No access available from any other direction.  The township have these issues on their emergency list for tentative repair as soon as conditions allow and contractors are available.
